Green Law in Osterdorf

Militia Members and fellow adventurers,
Osterdorf is rumored to have declared Green Law. This means they will attack all but the "higher races" (humans, most elves, and dwarfs) on site. They will capture the "higher races" for "questioning."
Some of the Militia members and residents of Haven wished to take the Duke up on his generous offer. I, true to my word, allowed them discharge and did not hold their decision against them. After being attacked, they have since returned and rejoined the ranks of their comrades at arms. Welcome back.
It is best to steer clear of Osterdorf for the time being.

Wait im confused. I dont know if my scribe read this right but is the militia taking place in this killing of lower creatures?
